But - in its most simplistic terms.... I believe that a murder results in the entire team getting a certain notice - and that notice is tied to their Leader regaining certain memories and information.
So he talked to me about his memories, since I wanted to know if he ever got one back.
In general, the Leaders all seem to remember something when their entire team does - so that doesn't count. But they also remember something about their lives every time someone chooses to commit a murder.
